Mr. Matthew B. Seiyefa was born on 11th October, 1960 at Ekeremor in LGA of present day Bayelsa state. He attended LA Primary School, Ekeremor before proceeding to the prestigious Government College, Ughelli, Delta state for his secondary education. In September, 1978, Seiyefa was admitted to read law at the University of Jos, Jos, Plateau. Upon graduation in 1982, he attended the Nigeria Law School, Victoria Island, Lagos and was subsequently called to be Nigeria bar.

Seiyefa did his NYSC at the school of Islamic and Legal Studies, Kano consequent upon his completion of the NYSC, he enlisted into the Nigeria Security Organization (NSO) in July, 1984.

Seiyefa served in diverse areas of the service, culminating in his command leadership of Osun, Akwa Ibom, Oyo, Ekiti, and Niger states, at the national headquarters level, Seiyefa variously served as director in the critical directorates of intelligence and operations.

Seiyefa has attended various professional and strategic courses locally and abroad, including public policy analysis (Administrative Staff College of Nigeria, Badagry, Lagos), strategic leadership course (National Institution for Policy and Strategic Studies, Kuru, Jos, leading to award of MNI) and International Leadership course (Harvard University, Boston, USA).

Between 2015 and 2018, he was also the Director, Institute for Security Studies (ISS), Abuja, where his demonstrable leadership qualities and passion for scholarship brought great visibility and vibrancy to the institute. It was from the institute that he was appointed as Acting Direction-General of the Department of State Services in August 2018. He subsequently retired from the service on the 14th of September, 2018.

Seiyefa thus brings to NDU his varied exposure and robust understanding of national security management, strategic leadership and statement and statecraft. His managerial experience and keen appreciation of the dynamics of governance and resource utilization will be critical in this new environment.


Samuel Gowon Edoumiekumo
Samuel Gowon Edoumiekumo, a Professor of Economics, Banker, Financial Analyst, Public Affairs Commentator on the Economy and National Development, is the Vice Chancellor of the Niger Delta University. He brings to the office, a deep understanding of the university system and its politics having served as Acting Vice Chancellor; Dean, Faculty of Social Sciences; Acting Head, Department of Economics; Deputy Director, Directorate of Consultancy, Entreprenuership, Research and Development (DOCERAD).

He has also served as a member of various University and ASUU Committees, including that of the University Governing Council and NUC accreditation teams. A good team player, he also has sound financial management practices and discipline, garnered from his brief stint as a banker and financial analyst at First Bank of Nigeria (FBN) where he started his career before moving to academics. Prof Edoumiekumo obtained B.Sc, M.Sc degrees in Economics from the University of Port Harcourt and double PhD degrees in Economics from the University of Port Harcourt and University of Nigeria, Nsukka. He is a member of the Institute of Chartered Economists of Nigeria (ICEN); Nigeria Economic Society (NES) and Nigerian Institute of Management (NIM).

An erudite scholar, he has contributed widely to knowledge and scholarship through his numerous books, chapters in books, monographs; papers presented in conferences, seminars and workshops, and scholarly articles in reputable national and international journals.


Ag. RegistrarEffua E. Berepubo
Mrs. Effua Ebimiere Berepubo, FNIM hails from Odi in Kolokuma-Opokuma Local Government Area of Bayelsa State. She had her tertiary education at the College of Science and Technology (CST) Port Harcourt and obtained the Higher National Diploma in Business Administration (Management Major) in 1979.
On completion of her National Youths Service in 1980, she started her administrative career with her alma mater as a pioneer Registry staff of Rivers State University of Science and Technology (RSUST) Port Harcourt when the Institution transited from College to a full-fledged University and served in various Departments and Units. 
While in RSUST, she proceeded to the University of Liverpool, England, United Kingdom under University Staff Fellowship Programme and attained the Master of Public Administration (MPA) Degree in 1985.
She rose to the rank of a Principal Assistant Registrar in RSUST, before transferring her services to Niger Delta Universityas one of its pioneer Registry staff andserved in various capacities. Later in 2003,she was promoted to the rank of Deputy Registrar in the University.
In the course of her career progression, she attended several local and international conferences and belongs to notable professional associations within the country and beyond.
She also served creditably as Secretary to the College of Health Sciences, a position she occupied until her appointment as Acting Registrar in 2016. Following her satisfactory performance during the period of acting, the University Governing Council in December, 2018 confirmed her appointment as substantive Registrar of Niger Delta University with effect from April 28, 2016.
